Rules

Rosters:

-Each Team Must have a minimum of 25 and maximum of 30 players on the ML Roster.
-Minor League Roster limits as follows:
         AAA:    35
         AA:       25
         Hi-A:     25
         Lo-A:    20
         Rookie: Unlimited
- Players in single A ball can only be players not in the major leagues
-Rookie Ball- Players on this level must be people drafted the current season, no other players.  
-Up to 5 DL players do not count towards the 30 ML Players.

-Players on the DL Count towards the salary cap
-Injured Players (including those not on DL) can not be sent to the minor leagues
-Injured players can be cut however, but at a cost. 
-Any FA can also be cut. This can only be done however starting July 1.

-Any player signed above 3 million must stay on your ML roster until June 1.
-Any player signed above 4 million must stay on your ML roster until July 1.
-Any player signed above 7 million must stay until August 1

-Any player in the minors who makes more than 2 mil will have 15% of his salary count to your cap.  So a 3 million dollar player still costs 450k.
-Players who are either sent down or called up can not have the move reversed in under 5 days.  The only condition is if you immediately change it, or a different player goes on the DL.

Cut Player Rules:
-Any player who has retired, and is not under the first year of a new FA contract is eligible to be cut for free
-Any player making less than $1M is also eligible to be cut with no penalty.
-For all players $1M and above, there will be a one year, 20% penalty on your salary cap, to be listed as a line item – Cut Player - $ x
-For FA, no cuts are allowed before July 1
-If you cut a FA, the person who had the 2nd highest bid will have the opportunity to pick up the player for the amount you were previously paying, after that he is available in the
monthly drafts.

 

There will also be an amnesty period before the 2008/2009 Free Agency period,

Prior to FA, you will be able to submit up to 5 players per team for addition to the FA pool.  Each of these players will cost 5% to cut, and will be deducted from your salary cap (a permanent hit).  You also will not have re-sign rights to them, so if you want them back, you'll have to put in the high bid, as well as then follow all FA rules on signings, so above x million in the majors until the respective date. 


 

Trading:

-Trades may consist of Players, Draft Picks, and Cash. Draft picks are only allowed to be traded for the current and subsequent seasons.
-All trades must be posted on the league board during the season, AND emailed.
-Teams may not back out of a trade for any reason
-If a draft pick is involved, the # must be included.
-Trades will not be vetoed unless the Commissioner feels that it is a deliberate attempt to hurt the league
-A trade deadline will exist of August 15th
-If a draft pick is traded two times, the trade must be reworked quickly.  Otherwise, the team will be awarded 2 picks compensation.

Free Agency:

-All players listed as free agents will be put under a blind signing period
-Any player signed above 3 million must stay on your roster until June 1.
-Any player signed above 4 million must stay on your roster until July 1.
-Any player signed above 7 million must stay until August 1
-If you have a free agent that is not bid upon, then he will only cost 350K
-The minimum bid upon a player is 350K
-Imported players will be considered free agents (Players who were professionals in Cuba and Japan)
-A Bid cap will exist for teams in Free agency.  This will be calculated by the commissioner based on a scale dependent on a number of factors.
-Bids can not be made for less than the 1000's place.  For example: 301,000 is OK.   While 301,444 is not. 
-If a bid has numbers to too many places, it will be trimmed, if more than 3 bids are that way they will be considered to be zero dollar bids at the discretion of the commissioner.

Drafts:

-There will be monthly 1 round drafts based on standings at the beginning of that month.
-There will be a yearly Amateur draft with 7 rounds + Compensation Rounds.
-Draft picks may be traded only into the next season, so if it is 2005, no pick past 2006 may be traded.
-2 days will be the limit for a draft pick, after that in a monthly the pick will be skipped, eligible to be made after that draft and before the next,
   in Amateur drafts, the highest available player will be auto-picked.
-To be eligible for the amateur draft, a player must have been picked that year by a real ML team in the entry draft.
-To be eligible for a monthly draft, a player must not be on any team, and drafted in an amateur draft in a prior year. If the player was undrafted and signed, then he is eligible in the next draft following the month he signed
for example, if a player signs June 28, he is eligible for the July draft.
